  • Written Comments: Accepted via mail to 505 Forest Avenue, Laguna Beach, CA 92651, or email to the assigned planner. Comments must be submitted by 5:30 p.m. on the business day before the Public Hearing.

  • Design Review Criteria: Projects are evaluated based on criteria such as Access, Design Articulation, Environmental Context, Historic Preservation, Landscaping, Lighting and Glare, Neighborhood Compatibility, Pedestrian Orientation, Privacy, Public Art, Sign Quality, Sustainability, Swimming Pools/Spas/Water Features, and View Equity.

  • Testifying at Hearings: Neighbors can testify, with speaking time limitations. Comments are most effective when framed within the design review criteria.

  • Appeals: Residents within 300 feet of a subject property can appeal a decision to the City Council within 14 calendar days of the decision, requiring an appeal form and fee.
