To amend the 2025 Capital Improvement Budget; to authorize the Director of Finance and Management to enter into contract with BEC Enterprises LLC utilizing the ODOT Cooperative Purchase Contract to purchase equipment to clear and maintain city right of ways; to authorize the waiver of the competitive bidding provisions of Columbus City Code; to authorize the expenditure of up to $298,903.00 from the Streets & Highways Bond Fund; and to declare an emergency. ($298,903.00)

This legislation authorizes the Director of Finance and Management to enter into a contract with BEC Enterprises LLC for the purchase of equipment to clear and maintain city rights of way. The purchase utilizes the ODOT Cooperative Purchase Contract #099-25 and waives competitive bidding provisions. The total expenditure is $298,903.00, funded from the Streets & Highways Bond Fund.

Equipment Details:

• Energreen Aspen Fast 7 Boom Mower: Includes a 24" boom reach, 143HP Deutz Diesel Engine, hydrostatic drive, and various steering and suspension systems. This is the primary unit for vegetation management.
• New Speed 150 Flail 35cc Motor: A forestry hammer attachment.
• Forestry Head 120 T 35cc: Another forestry head attachment.

Justification: The purchase is necessary due to the aging and frequent breakdowns of existing equipment. The Division of Infrastructure currently has only two operational boom mowers, with one being unoperational since August 2025, and the other two requiring continuous maintenance. The Energreen unit features a front-mounted boom, which the Division of Infrastructure has tested and found to be more efficient and less ergonomically taxing on operators compared to the current side-mounted boom mowers.
