Summary

This ordinance authorizes a Water Arterial Transmission & Grid Main Construction and Reimbursement Agreement with MPM Development, LP for up to $380,460.00. The agreement facilitates the construction of 1,300 linear feet of 12-inch PVC water arterial transmission and grid main line, along with two fire hydrants and other necessary appurtenances, for the Oso Creek Corner Unit 3 residential development. This Phase-II development is located off Yorktown Boulevard, southeast of Starry Road, and is planned for approximately 81 acres with 424 single-family lots. The City will reimburse the developer from the Water Arterial Transmission & Grid Main Trust Fund, with future revenue from other water and wastewater trust funds being transferred to cover the cost. This agreement will be first in line for reimbursement, and the developer is required to complete construction within 24 months of City Council approval.

This project will provide essential water infrastructure for a new 424-lot residential development in District 5, expanding housing options. However, the reimbursement will draw from a Water Arterial Transmission & Grid Main Trust Fund that is currently in deficit, meaning future water and wastewater fees from other developments will be used to cover these costs.
