A Predesignation Certificate of Appropriateness to construct a rear two-story vertical addition to the main building. Staff Recommendation That the request to construct a rear two-story vertical addition to the main building be denied without prejudice with findings of fact that the massing of the proposed rear addition is inappropriately scaled for its surrounding context (i.e., massing is too large) and is not typical of the district. The proposed work, therefore, would have an adverse effect on the district and does not meet the standards in City Code Section 51A-4.501(d)(5)(B) for noncontributing structures; and/or the Secretary of the Interior’s Guidelines for Setting (District/Neighborhood). Task Force Recommendation That the request to construct a rear two-story vertical addition to the main building be denied without prejudice with the following comments: 1. Need to redesign roof configuration to match that of existing roof (in shape and pitch); possibly use a step truss. 2. Windows on front elevation of addition should be flush (no dormers on front); possibly move windows and dormers to side elevations. Summary

The Landmark Commission is considering a Predesignation Certificate of Appropriateness for a rear two-story vertical addition to the main building at 3605 Atlanta St. The applicant, Papa Kufuor, filed the application on January 20, 2026. Staff and the Task Force have both recommended denial without prejudice.

Staff's findings indicate that the massing (size and scale) of the proposed addition is inappropriately large for its surrounding context and not typical of the district, thus having an adverse effect and not meeting city code standards for noncontributing structures.

The Task Force's recommendations for denial included specific design comments: redesigning the roof configuration to match the existing roof's shape and pitch, and ensuring windows on the front elevation are flush and possibly moved to the side elevations.

This decision affects residents by determining whether a proposed building addition aligns with the historical character and scale of the neighborhood. Denial suggests the proposed addition's size and design are considered out of character with the Queen City Historic District.
