Authorize the (1) acceptance of additional funds from Bloomberg Philanthropies at Johns Hopkins University (“JHU”) for the "Love Your Block" initiative to support volunteer-driven projects that address local public issues and enable JHU to fulfill its obligations under its grant (“Prime Award”) titled “2024-2027 Love Your Block” (“Project”) funded by Bloomberg Philanthropies (“Sponsor”), in the amount of $60,000.00 for the period November 1, 2025 through October 31, 2026; (2) receipt and deposit of additional funds in an amount not to exceed $60,000.00 in the JHU FY24 Love Your Block Grant Fund; (3) increase of appropriations in an amount not to exceed $60,000.00 in the JHU FY24 Love Your Block Grant Fund; and (4) execution of the sub-award agreement with JHU and all terms, conditions, and documents required by the agreement - Not to exceed $60,000.00, from $100,000.00 to $160,000.00 - Financing: JHU FY24 Love Your Block Grant Fund

The City Council is authorizing the acceptance of an additional $60,000.00 from Bloomberg Philanthropies via Johns Hopkins University (JHU) for the "Love Your Block" initiative. This funding will support volunteer-driven projects aimed at addressing local public issues and combating blight. The funds are designated for temporary staffing to facilitate project creation and mini-grants for resident-led initiatives.

This acceptance increases the total grant funding from $100,000.00 to $160,000.00 for the period of November 1, 2025, through October 31, 2026.

The City Manager is authorized to execute the sub-award agreement with JHU. The Chief Financial Officer is authorized to receive and deposit the funds into the JHU FY24 Love Your Block Grant Fund (Fund P174) and to increase appropriations and disburse the additional funds.

This item follows up on Resolution 24-1756, approved on December 11, 2024, for the initial prime award grant. The Quality of Life, Arts & Culture Committee was briefed on August 19, 2024.
