The City Council is considering the DRIVE (Developing Regional & Inclusive Vendor Enterprises) Policy Framework and an accompanying Omnibus Ordinance. This new policy aims to replace the previous Business Inclusion & Development (BID) Plan, which was temporarily suspended in June 2025 due to federal compliance requirements. The DRIVE policy focuses on expanding engagement, strengthening capacity, and enhancing the participation of small and local businesses in procurement opportunities within Dallas and the broader region. Key changes include broader eligibility criteria, contract-specific participation goals based on scope and availability, and an increased emphasis on local economic impact and vendor engagement in evaluation criteria. The policy is anticipated to be adopted on December 10, 2025, with an effective date of January 1, 2026.

This policy change aims to increase opportunities for small and local businesses to participate in city contracts, potentially leading to greater economic development and a more diverse vendor pool for city services.
