Consider recommending adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, rejecting any and all competitive proposals under IFB 8903 for Exchanger Replacement for the Pecan Creek Water Reclamation Plant for the Water Utilities Department; and providing an effective date (IFB 8903).

The City Council is considering an ordinance to reject all competitive proposals received under Invitation for Bids (IFB) 8903 for the replacement of a heat exchanger at the Pecan Creek Water Reclamation Plant. The Water Utilities Department received only one proposal, which was approximately 40% higher than the City's estimate. Staff recommends rejecting this proposal to reevaluate the project scope and explore alternative procurement methods for a more cost-effective outcome. The Pecan Creek Water Reclamation Plant is over 60 years old and this heat exchanger is critical for sludge processing and regulatory compliance. The ordinance, if adopted, will authorize the City Manager to execute necessary documents for the rejection and to proceed with re-advertising or other procurement methods. The ordinance will be effective immediately upon passage.
