This resolution approves a $538,234.00 contract between the City and County of Denver and the East Colfax Community Collective (ECCC) for a term from January 1, 2026, to December 31, 2028. The contract, managed by the Department of Housing Stability (HOST), funds housing navigation services citywide for 175 unduplicated households annually (totaling 525 households over the contract term).

ECCC will provide culturally competent technical assistance and language support to Denver households at or below 80% Area Median Income (AMI) who are applying for emergency housing resources. Services include connecting residents to financial assistance programs (rental, mortgage, utility), eviction and foreclosure legal defense, property tax relief, home modification/repair, and financial empowerment programs. The primary goal is to prevent involuntary displacement among renters and homeowners by ensuring equitable access to available housing stability resources.

This contract provides critical support to 175 Denver households each year at risk of losing their homes. Residents will receive free, culturally competent assistance and language support to navigate complex housing, utility, and financial aid programs, helping them avoid eviction or foreclosure and maintain stable housing.
