Summary

This resolution approves a Fourth Amendatory Agreement between the City and County of Denver and Jewish Family Service of Colorado, Inc. (JFS) for the Temporary Rental and Utility Assistance (TRUA) Program. The agreement adds $1,250,000.00 from the Affordable Housing Property Tax Fund, increasing the total contract amount to $3,777,392.00. The contract term is also extended by seven months, with a new end date of December 31, 2026.

JFS will continue to administer the TRUA program, specifically targeting eligible households with children enrolled in Denver Public Schools (DPS), referred through the DPS Family Connect Team. Services include up to six months of rental assistance (covering arrears, current/future rent, and some fees) and one-time utility assistance for Denver Water and Xcel Energy. Additionally, JFS provides comprehensive case management support, encompassing housing stability planning, financial counseling, employment assistance, and referrals to community resources.

The additional funding is projected to serve an estimated 90 additional households in 2026, bringing the total number of unduplicated households served over the contract term to 275, with 190 also receiving case management support. Eligibility is restricted to Denver residents earning up to 80% of the Area Median Income (AMI) who are experiencing a financial or housing crisis.

This program provides critical financial assistance for rent and utilities, helping Denver residents, especially families with children in DPS, avoid eviction and maintain housing stability. The accompanying case management offers essential support for long-term financial and housing security.
