(ALL) Authorize Execution of a Professional Services Agreement with Toole Design Group, LLC in the Amount of $248,852.00 for the Vision Zero Implementation: Establishing Speed Limits Project 

The City Council is asked to authorize a professional services agreement with Toole Design Group, LLC for $248,852.00 to implement the Vision Zero Safety Action Plan (VZSAP), specifically focusing on the Establishing Speed Limits Project. This initiative aims to reduce traffic fatalities and serious injuries by updating the city's policy for setting speed limits on local roadways. The project involves developing a Safe Speeds Policy and Methodology, including an update to city ordinance and tools for speed-setting studies, as well as creating a Corridor Speed Management Toolkit. Funding is allocated from the General Capital Projects Fund for the Transportation and Public Works Department. This project aligns with the Vision Zero goal adopted via Resolution No. 6172-09-2025.
