Fire Department, re: Public Provider Ground Emergency Transportation Inter-Governmental Transfer (PP-GEMT-IGT) Program Appropriation Adjustment Request Resolution of appropriation to approve an increased to cover the City’s required Inter-Governmental Transfer (IGT) payments associated with the PP-GEMT-IGT Program

The Glendale City Council is considering an appropriation adjustment request to cover increased Inter-Governmental Transfer (IGT) payments for the Public Provider Ground Emergency Transportation (PP-GEMT-IGT) Program. This program, which the Glendale Fire Department has participated in since 2023, allows public ambulance providers to receive enhanced Medi-Cal reimbursements funded by federal matching funds.

Due to higher-than-anticipated Medi-Cal transport revenue, Glendale's quarterly IGT invoices from the California Department of Health Care Services (DHCS) have increased. The City is requesting an additional $1,156,367 from the Undesignated General Fund Balance to cover these increased payments. This additional amount, which was not fully estimated in the FY 2025-26 budget, will be offset by the program's revenue and will be reflected in future financial forecasts as a decrease to the fund balance. The total anticipated IGT invoices for this fiscal year are approximately $3,100,000, with $1,943,633 already appropriated in the current budget.
