Mandatory Garbage/Solid Waste Disposal - Delinquent Accounts RECOMMENDATION: Conduct a Public Hearing and upon conclusion, consider adopting a Resolution confirming the report of delinquent accounts and placing liens on said properties and special assessments upon property taxes pursuant to City of Hercules Municipal Code Section 5-2.01 to 5-2.16, Mandatory Garbage/Solid Waste Disposal.

The City Council will conduct a public hearing to confirm a report of delinquent garbage and solid waste disposal accounts. Following the hearing, the Council will consider adopting a resolution to place liens on these properties and special assessments on their property taxes. This action is taken pursuant to City of Hercules Municipal Code Sections 5-2.01 to 5-2.16, which mandate garbage collection services for all occupied premises.

There are 187 delinquent accounts totaling $114,129.21 for services provided between May 2025 and December 2025. Each delinquent account also incurs a $30 administrative charge for the City to cover processing costs. The City Manager's office previously met with Richmond Sanitary Service to establish a schedule of two public hearings per year for these matters, typically in February and July, to ensure timely placement of liens on the tax roll.
