Summary
The City Council is asked to approve the 2025 General Plan Annual Progress Report (APR). This report highlights two key accomplishments in 2025: the adoption of an updated Local Hazard Mitigation Plan as an attachment to the Safety Element, and the successful procurement of a consultant team led by Raimi + Associates (R+A) to undertake a comprehensive update of the General Plan. This update, branded as “Horizon 2050 Hercules General Plan,” will revise the Land Use, Economic Development, Circulation, Open Space & Conservation, and Noise Elements, which are over two decades old and do not reflect current conditions or state laws. The process is driven by the need to update outdated elements, meet strategic goals for land use and economic development, address housing capacity needs for the next cycle (beginning 2032), and prepare a new Environmental Impact Report (EIR) as the current one dates back to 1995. A General Plan Advisory Committee (GPAC) will be formed to provide guidance throughout the roughly two-year update process, which is anticipated to conclude with adoption in early 2028. There is no direct fiscal impact associated with approving this report.
