Summary
This ordinance reallocates $2,000,000.00 in State Housing Initiative Partnership (SHIP) grant funds. The funds are being moved from the SHIP Owner-Occupied Rehabilitation Program to two other programs:
- SHIP Downpayment Assistance Program: $500,000.00
- SHIP Single-Family Development Program: $1,500,000.00
The purpose of this reallocation is to address the continued shortage of affordable entry-level homes for very low and low-income families in Jacksonville. The SHIP Single-Family Development Program will provide short-term construction loans to developers to build new single-family homes, which will be sold to buyers earning 50% of Area Median Income (AMI) or below. The SHIP loan will be repaid at closing, allowing funds to be recycled for future projects. The Downpayment Assistance Program will follow its regular forgivable loan process.
