This ordinance appropriates $2,249,117.00 in federal grant contributions from the National Oceanic Atmospheric Administration (NOAA), secured through Groundwork Jacksonville, Inc., to fund the McCoys Creek Branches Project. This funding will cover Construction Engineering and Inspection (CEI) services and unforeseen conditions during construction.

The ordinance also amends the 2026-2030 Five-Year Capital Improvement Plan (CIP), previously approved by Ordinance 2025-505-E, to incorporate this appropriation. Oversight of the project, including the grant agreement, will be managed by the Department of Public Works, Engineering and Construction Management Division.

The project aims to improve the tailwaters of McCoy's Creek to reduce local flooding, enhance creek access, and boost recreational opportunities. The grant's performance period extends until July 31, 2026, with a potential extension to July 31, 2028, requiring construction completion by that date. The total estimated cost for the project, including construction and CEI, is approximately $14,286,871.
