This ordinance appropriates $53,490 from the City's General Fund Operating Reserves to fund the University of North Florida (UNF) Military and Veterans Program. The grant agreement between the City and UNF is authorized, with oversight by the Grants and Contract Compliance Division of the Finance Department. The grant term is from November 1, 2025, to September 30, 2026.

Funding Allocation:

• $12,694 for the Military Spouse Career Readiness Summit, covering venue rental, audio-visual equipment, marketing, materials, and keynote speakers.
• $40,796 for capital improvements and equipment for the UNF Military and Veterans Resource Center (MVRC), including:
  • Two interactive electronic whiteboards ($12,796).
  • A six-seat golf cart for transporting disabled veterans and supplies ($19,000).
  • Upgrades to the MVRC kitchen, including new cabinets, countertops, coffee machine, water dispenser, and appliances ($9,000).

This funding will support military and veteran students at UNF through improved facilities and resources, and will also equip military spouses in Duval County with entrepreneurial tools through the Career Readiness Summit.
