Summary

This ordinance (2026-57) appropriates $3,000,000 in grant funds from the Florida Department of Transportation (FDOT) for the "Bay Street Pedestrian Safety Improvements" project. The total estimated cost for these improvements is up to $6,000,000, with the remaining funds to be provided by Shipyards Trustee Jacksonville, LLC (the Developer) through a separate Funding and Disbursement Agreement. The Developer will be reimbursed for its contribution via an increase in the REV Grant amount under the existing Redevelopment Agreement.

The project, located along East Bay Street between Georgia Street and Gator Bowl Boulevard (approximately 1.4 miles), aims to enhance pedestrian safety, calm traffic, and improve access to adjacent developments like the Four Seasons Hotel, Daily's Place, and Lot J.

Key Project Phases and Timelines:

  • Phase 1 (Eastern Traffic Calming Intersection): Includes a new Four Seasons entrance, realignment of the Lot J East entrance, and a raised traffic-calming intersection with brick pavers. To be substantially completed by August 1, 2026.
  • Phase 2 (Western Traffic Calming Intersection, Lane Reduction, Medians & Turn Lanes): Involves a raised traffic-calming intersection at the Lot J West Entrance, landscape medians, and potentially a 12-foot-wide meandering sidewalk. To be substantially completed by October 31, 2027.

The overall design is expected by June 30, 2027, with construction contracts let by December 31, 2027, and full construction completion by December 31, 2029. Emergency passage was requested to align construction with NFL football off-seasons. Oversight will be provided by the Department of Public Works, Engineering & Construction Management Division.

Residents and visitors to the stadium area will benefit from improved pedestrian safety and smoother traffic flow on Bay Street, especially around the Four Seasons Hotel, Daily's Place, and Lot J entrances. The project will also enhance the streetscape and access to new developments, with construction phased to minimize disruption during NFL football seasons.
