This ordinance amends Ordinance 2025-781-E to modify the grant agreement with Workforce Industrial Training, LLC (WIT) for the Operation Boost Initiative. The original agreement, approved on December 9, 2025, allocated $325,000 for the program.

Key amendments to the Term Sheet include:

• Additional Submittal Requirements: WIT must now include copies of syllabuses/curriculums and proof of attendance (e.g., sign-in sheets) with their monthly invoices.
• Modified Grant Expenditure Requirements: References to Chapter 118 (City Grants) of the Jacksonville Ordinance Code are being removed.
• Payment Terms Update: Invoices are due on the 15th of each month, and no additional funds will be released until WIT submits documentation for the first 25 Program graduates.
• Advance Payment: 25% of the total City funds ($81,250) will be advanced to WIT.

The Operation Boost Initiative aims to provide cost-free certification programs for 100 Duval County residents aged 18 and older who face employment barriers. Training includes NCCER certifications, carpentry, electrical, flooring, warehousing, and forklift operation, along with soft skills development. The program runs from October 1, 2025, to September 30, 2026. One-cycle emergency passage was requested and approved to allow WIT to proceed with the program promptly.
