This ordinance authorizes the Mayor and Corporation Secretary to execute an Amended Settlement Agreement that modifies a previous settlement agreement dated March 1, 1994. This agreement, originally between B&B Advertising Company, Capsigns, Inc. (now Scenic Jacksonville, Inc.), and the City of Jacksonville, has been modified multiple times. The current amendment addresses a dispute that arose after B&B transferred certain billboards to Outfront Media, LLC, leading Scenic Jacksonville to sue B&B and Outfront. The Amended Settlement Agreement, by and among the City, Scenic Jacksonville, B&B, and Outfront, will result in the removal of three additional billboards (listed in Appendix B) within 90 days of the effective date. Outfront will transfer the permits for these removed billboards to Scenic Jacksonville. Additionally, the amendment eliminates a previous prohibition against the future transfer of certain billboards, allowing Outfront to retain rights to specified billboards not listed for removal and to transfer others to third parties under certain conditions. The City Council's approval is a condition for the agreement to take effect.

This agreement modifies existing regulations on billboards. Residents may see three fewer billboards in specific locations along Arlington Expressway. The change also removes a restriction on transferring billboard rights, potentially impacting future advertising placements in the city.
