This ordinance amends the charter of the Five Points Dependent Special District established by Ordinance 2025-539-E. The key changes are:

• Term End Dates: The terms for Supervisors and alternates appointed to the District's governing body will now end on June 30th. Initial appointments may have terms longer than two years, expiring on June 30, 2028.
• Governing Body Qualifications: An employee designated by the owner of a business within the District is now qualified to serve on the governing body, in addition to property owners and business owners. The governing body will consist of five Supervisors and three alternates.

The ordinance requests one-cycle emergency passage due to pending appointments needing to be filled quickly to ensure the District's governing body can meet its obligations. There is no direct cost to the City, and it impacts approximately 100 commercial properties and 80 business owners within the District.
