Summary
This ordinance approves the Collective Bargaining Agreement (CBA) between the Jacksonville Electric Authority (JEA) and the JEA Supervisors' Association (JSA). The agreement covers approximately 196 JEA employees and is effective from October 1, 2025, through September 30, 2028. Key provisions include:
- Wage Increases: A 4.0% general pay base increase in Fiscal Year 1 (FY26), 3.5% in FY27, and 3.0% in FY28. The 4.0% increase for FY26 is retroactive to October 1, 2025, upon final City Council approval.
- Overtime Pay: Unused compensatory time will be paid out or rolled into a reserve bank, 457(b) Deferred Compensation Plan, or HSA Account, subject to IRS limitations. Holiday pay for shift workers is clarified.
- Working Conditions: The voucher value for safety footwear is increased by $50. JEA will reimburse initial and renewal costs for required licenses and certifications.
- Benefits: Basic term life insurance for employee purchase is increased to $350,000.
- Training: JSA stewards and officers are allowed up to two days without loss of pay over the CBA term to attend training.
The estimated total cost of these changes over the three-year term is approximately $3,319,133.
This agreement impacts JEA employees represented by the JSA, providing them with wage increases and updated benefits over the next three years. For residents, this means continued service from JEA employees under negotiated terms, with the associated costs reflected in JEA's operational budget.
