This ordinance approves and authorizes the Mayor, or her designee, and the Corporation Secretary to execute a Twelfth Amendment to the Amended and Restated Equestrian Center Services Contract between the City of Jacksonville and Northeast Florida Equestrian Society/H.O.R.S.E. Therapies, Inc. (NFES). The primary purpose of this amendment is to revise and update the insurance and indemnification requirements as requested and approved by the City's Risk Management Division. The amendment will replace the current Section 9.2 of the contract concerning insurance. The Parks, Recreation and Community Services Department will maintain oversight. The amendment may be retroactively dated to August 25, 2025, to ensure continuity of coverage. No modifications will increase the City's financial obligations or decrease NFES's duties, and any changes are considered technical.

This amendment updates insurance and indemnification requirements for the Equestrian Center services contract. There is no direct financial impact on residents as the changes are administrative and do not increase the City's obligations.
