The study aims to develop a coordinated land use and transportation plan for the 5.8-mile Winchester Road (US 60) corridor, from East 3rd/Midland Avenue to Bahama Road.

Scope of Work: The study will include existing conditions review, market analysis, extensive public and stakeholder engagement, redevelopment and land use scenarios, conceptual plans for 1-3 catalytic sites, corridor design standards, neighborhood connectivity, transportation impact analysis, a prioritized list of transportation improvements, street cross-sections, a regulatory framework for plan implementation (including zoning recommendations), and innovative implementation strategies.
Financials & Timeline: The $350,000 cost is funded by $280,000 in federal funds and a $70,000 local match, budgeted in FY26. The project is anticipated to begin by March 1, 2026, and be completed by June 30, 2027. WSP USA, Inc. will partner with EHI Consultants (who will perform at least 20% of the work), MKSK, and Development Strategies.
