Motion (Padilla - Lee) relative to expanding the design scope of the Sepulveda Basin Pedestrian Safety and Access Improvements Project.

This motion, introduced by Councilmember Padilla and seconded by Councilmember Lee, proposes to expand the design scope of the Sepulveda Basin Pedestrian Safety and Access Improvements Project. The project, currently in its pre-design phase, aims to enhance pedestrian and bicycle access to the Sepulveda Basin, improve connections to the Metro G Line, and support car-free access for the 2028 Olympics. The expansion would include additional intersections along Victory Boulevard at Balboa Boulevard, Birmingham Way, Louise Avenue, and Encino Avenue. This expansion is intended to create a more continuous, legible, and safer access network, better supporting daily community use, improving safety for youth and seniors, and aligning with city mobility and access goals without delaying the core project. The City Council is instructed to report back within 90 days with recommendations, phasing, and funding options for this expanded scope.

This initiative could lead to improved pedestrian and bicycle safety and access in the Victory Boulevard corridor and the Sepulveda Basin, benefiting residents, students, and seniors by creating better connections to parks, schools, and transit, while also supporting future Olympic events.
