The Housing and Homelessness Committee is requesting the City Attorney to draft an ordinance that updates Subsection D of Section 151.06, Article 1, Chapter XV of the Los Angeles Municipal Code (LAMC). This proposed ordinance, which includes an urgency clause, will govern annual rent increases for the period beginning June 1, 2025, through June 30, 2026. Any rent increase that goes into effect on or after the ordinance's effective date shall not exceed three percent and will not include any additional increase based on the landlord's payment of utilities. The California Apartment Association has expressed concerns about regulatory uncertainty and shifting rules, urging adherence to due-process principles.
