Motion (Nazarian – Raman) relative to instructing all departments with responsibilities under Executive Directive 11 — including the Los Angeles Police Department, Los Angeles Fire Department, Department ofTransportation, Department of Recreation and Parks. Bureau of Street Services. Bureau of Engineering, Department of Water and Power, Port of Los Angeles, and FilmLA — to report back within 45 days on their implementation of ED 11; and related matters.

This motion, introduced by Councilmembers Nazarian and Raman, instructs various city departments to report on their implementation of Executive Directive 11 (ED11) within 45 days. ED11 aims to streamline filming in Los Angeles by improving turnaround times, reducing costs, and enhancing inter-departmental coordination.

Reporting Requirements:

• Departmental guidance, memos, or internal instructions issued under ED11.
• Workflow, staffing, or process changes adopted.
• Performance metrics or internal benchmarks for tracking turnaround times and response rates.
• Operational challenges, bottlenecks, or resource needs affecting implementation.

Additionally, departments must include ED11 updates in future reports to the Council. The Board of Public Works Film Liaison will synthesize these reports into a citywide summary within 60 days, identifying areas of compliance, needed clarification, and opportunities for alignment with the Citywide Filming Handbook and Keep Hollywood Home reforms.
