The Municipal Facilities Committee (MFC) recommends authorizing the Department of General Services (GSD) to negotiate and execute a no-cost license agreement with the National Weather Service (NWS). This agreement allows NWS to operate a remote weather station on a 100 square foot area adjacent to the parking lot at the Frank Hotchkin Memorial Training Center, 1700 Stadium Way. The agreement will have a five-year term, retroactive to April 8, 2024, with no option to extend. NWS will be responsible for all costs associated with the installation, operation, maintenance, repair, and replacement of the equipment. This is considered a community benefit, with an estimated annual value of $330,796.00, exceeding the market value of the leased space by $306,688.00. The MFC also noted that GSD revised the market rate analysis for the space from an initial estimate of $24,108 annually to $990 annually.
