HOUSING AND HOMELESSNESS COMMITTEE REPORT relative to executing an Agreement between the Los Angeles Housing Department (LAHD) and the Inner City Law Center to provide legal representation services for the United to House LA (ULA) Protections from Tenant Harassment Program.

The City of Los Angeles, through the Housing and Homelessness Committee, is recommending the execution of an agreement between the Los Angeles Housing Department (LAHD) and the Inner City Law Center. This agreement, valued at $5,792,482 over three years (November 1, 2025, to October 31, 2028), will fund legal representation services for tenants facing harassment. These services are part of the United to House LA (ULA) Protections from Tenant Harassment Program and will be funded by the ULA Fund. The Inner City Law Center was selected through a competitive process and will provide plaintiff representation in litigation, negotiation services, and case preparation for eligible renters.

Renters in Los Angeles will have access to free legal representation if they are experiencing tenant harassment, thanks to a new agreement with the Inner City Law Center.
