Summary

This motion requests the City Controller to conduct a comprehensive audit of the City's film permitting system. The audit will examine:

  • Departmental Operations: Including staffing levels (LAPD, LAFD, DOT, Public Works, RAP), interdepartmental coordination, and potential bottlenecks.
  • FilmLA Contract Performance: Assessing FilmLA's efficiency, turnaround times, workflow management, technology systems, and transparency under its contract with the Board of Public Works.
  • Public Transparency: Evaluating the accessibility and clarity of information regarding fees, requirements, filming activity, and departmental responsiveness.
  • Structural and Legislative Barriers: Identifying any City code, contractual, or legislative impediments to a more efficient permitting process.

The Controller will report findings to the Council and Board of Public Works. Additionally, the Chief Legislative Analyst, in partnership with other departments and FilmLA, will prepare an Annual Keep Hollywood Home Implementation Report detailing fee waivers, permit trends, FilmLA's Key Performance Indicators (KPIs), workforce participation, and recommendations for policy adjustments.
