City Administrative Officer (CAO) report relative to Fiscal Year (FY) 2023 and 2024 Urban Areas Security Initiative (UASI) grant award contracting authorities. (This item is referred to the Public Safety Committee and Budget and Finance Committee.)

The City Council is considering authorizing the Mayor to negotiate and execute several contracts funded by the Fiscal Year (FY) 2023 and 2024 Urban Areas Security Initiative (UASI) grants. These grants, totaling over $103 million, are intended to enhance public safety and security initiatives. The proposed contracts include:

• Upgrading the Video Management System at the C. Erwin Piper Technical Center for $400,000.
• Providing Technology Modernization Training for the Robbery Homicide and Major Crimes Divisions for $39,900.
• Implementing interoperable connectivity for the Land Mobile Radio system for $333,334.
• Conducting All-Hazards Incident Management Team Training (AHIMT) for $150,000.
• Enhancing security at the City’s Emergency Operations Center (EOC) with a $283,800 video management system upgrade.
• Supporting the continued operation and maintenance of cybersecurity intelligence sharing services for $100,000.

All contracts are for a term of up to 12 months and are funded by the UASI grants, with no matching funds required from the General Fund. The Public Safety Committee has recommended approval of these contract authorities, and the Budget and Finance Committee waived consideration.
