HOUSING AND HOMELESSNESS COMMITTEE REPORT relative to requesting an overview and analysis of programs currently supported by Homeless Housing, Assistance and Prevention (HHAP) Program funding.

The Housing and Homelessness Committee has recommended instructing the City Administrative Officer (CAO) and Chief Legislative Analyst (CLA), in collaboration with the Los Angeles Homeless Services Authority (LAHSA) and the Los Angeles Housing Department, to provide a comprehensive overview and analysis of programs funded by the Homeless Housing, Assistance and Prevention (HHAP) Program. This report will examine program efficacy by service type, identify opportunities for consolidation, recommend programs for ramp-down, and explore the transfer of responsibilities to other agencies like the County of Los Angeles. This review is prompted by potential reductions in state and federal funding for homelessness services, with LAHSA projected to exhaust HHAP funds by 2026.
