Summary
This report from the City Administrative Officer (CAO), in conjunction with the Community Investment for Families Department (CIFD) and the Economic and Workforce Development Department (EWDD), addresses the impact of federal immigration enforcement on City residents and the services provided by various City centers. The report identifies a need for expanded services, such as low-cost/in-home medical and veterinary services, escorts for appointments, and delivery of essential items. While some existing contracts within CIFD (FamilySource Centers) and EWDD (WorkSource, BusinessSource, YouthSource Centers) can be adapted with expanded scope and additional funding, other departments reported no suitable existing contracts.
Key Service Needs Identified:

CIFD (FamilySource Centers):
- Currently provide transportation assistance and virtual appointments.
- Have offered emergency mobile food deliveries, but regular service requires contract expansion and an estimated $60,000 to $75,000 per FSC for additional food, staffing, and operational costs.
EWDD (WorkSource, BusinessSource, YouthSource Centers):
- Administer employment services for low-income and disadvantaged individuals.
- Require expanded scope and additional funding to provide escort and delivery services.
DOD (Department on Disability):
- Contracts with Helping Hands Senior Foundation for durable medical equipment.
- Requires expanded scope and additional funding for low-cost/in-home medical services.
Several other departments (RAP, DCA, LADOA, CHRED, GSD, Animal Services, LA Housing) reported no existing contracts that could be utilized for these needs. The report recommends noting and filing its findings, as it is for informational purposes, but highlights the potential need for new RFPs if existing contracts cannot be amended.
