Motion (Jurado – Hutt) relative to a City Asset Monetization Pilot Program in Council District 14. (This item is referred to the Government Operations Committee and Transportation Committee.)

This motion proposes the design of a City Asset Monetization Pilot Program to be implemented in Council District 14 for a duration of 24 months. The program aims to generate revenue for the General Fund and support community-centered priorities by exploring the monetization of underutilized city-owned assets.

Key components of the pilot program design include:

• Solar energy generation and telecommunications infrastructure on rooftops of City-owned facilities.
• EV charging concessions and mobility hubs at City-owned parking facilities.
• Ground leases and temporary/interim uses for underutilized City parcels, especially those near transit.

The City Administrative Officer is instructed to report back with an inventory of pilot assets in CD14, recommended monetization mechanisms, revenue projections, implementation costs, a legal and procurement pathway, a community engagement plan, and methods for semi-annual public reporting on revenue, performance, and reinvestment outcomes.
