Motion (Lee – Padilla) relative to implementing a pilot program for E-Citations.

This motion directs the Police Department, with assistance from the Chief Legislative Analyst, Department of Transportation, and other relevant departments, to report on the feasibility of establishing a pilot program for E-Citations. The current paper-based citation system is time-consuming and prone to errors. The proposed E-citation system would utilize mobile devices for digital citation issuance, offering real-time data analytics, improved officer efficiency, and enhanced accountability. Key aspects of the report will include:

• Pilot Location/Unit Identification: A plan to select a suitable area or operational unit for the pilot.
• Cost-Benefit Analysis: Detailing potential savings from reduced hardware, paper, and infrastructure costs, alongside benefits of increased officer efficiency, morale, and performance.
• System Integration: A strategy for seamless digital integration with existing city systems and the courts.
• Equitable Access: A plan to ensure all residents, especially those without digital devices, have access to and can resolve their citations. The program must also capture all mandated Racial and Identity Profiling Act (RIPA) data elements and provide a way for digital citations to be printed on paper.
