Department of Public Works / Office of the Mayor: An Ordinance Authorizing the Transfer of the Title of Chief of Infrastructure and Capital Improvements, Amending the 2026 Fiscal Year Budget, and Providing for Funding and Salary Adjustment

This ordinance authorizes the creation and funding of a new position, Chief of Infrastructure and Capital Improvements, within the Mayor's Office. This role will oversee all infrastructure and capital improvement projects for both the Department of Public Works (DPW) and the Board of Water Supply (BWS).

Key Changes and Funding:

• Position Transfer: The DPW Deputy Commissioner (Administrative) position will be defunded and transferred to the new Chief of Infrastructure and Capital Improvements role, effective February 9, 2026.
• Salary Adjustment: The salary for this new position is set at $175,147.29, an increase from the previous role's salary.
• Funding Breakdown:
  • 67% ($117,229) will be reimbursed through New York State Environmental Facilities Corporation (EFC) eligible administrative funding.
  • 25% ($43,787) will be funded by the Board of Water Supply via a transfer.
  • 8% ($14,132) will be funded by the Department of Public Works through cost savings from defunding a Secretary position.
• Budget Amendment: The 2026 Fiscal Year budget will be amended to reflect these fund transfers. The ordinance also includes a provision for a separate Salary Resolution to be sent to the Board of Estimate upon approval.

This new position is intended to address the increasing scale and complexity of infrastructure planning, utility rehabilitation, grant initiatives, and asset management, ensuring alignment with federal, state, and local mandates.
