Summary

The Mount Vernon City Council is authorizing an Off-Site Parking Lease Agreement with 20 S. 2nd Square CMV LLC for a development project at 20 South Second Avenue and 25 South Third Avenue. This agreement is a condition of the Land Disposition Agreement and the rezoning of the area to the Downtown Transit Oriented Arts District. The development project will include approximately 272 mixed-income residential apartments, community facility space, and requires parking. As part of the project's parking solution, 59 on-site parking spaces will be available, 40 off-site spaces will be leased from the City-owned lot at Prospect Avenue and North 3rd Avenue (Section 165.62, Block 1116, Lots 5 & 6), and 10 spaces will be covered by a Payment in Lieu of Parking (PILOP). The City Council has determined that these arrangements satisfy the parking requirements and will not result in significant adverse parking impacts. The Mayor is authorized to execute the agreement, which is considered a Type II Action under SEQRA.
