Summary

This item presents an update on the draft Regional Climate Action and Adaptation Plan (RCAAP) and its associated California Environmental Quality Act (CEQA) document, the Initial Study/Mitigated Negative Declaration (IS/MND). The Climate Action Committee (CAC) directed staff to proceed with the IS/MND on June 27, 2025. Key recent activities include tribal consultation, with formal consultation with the Yocha Dehe Wintun Nation on February 12, 2026, and an informal discussion with the Mishewal Wappo Tribe of Alexander Valley on March 10, 2026. Following the closure of the AB 52 consultation period and incorporation of feedback, the public draft IS/MND will be circulated for a 30-day public review and comment period via the CEQAnet Web Portal. The final RCAAP will be released concurrently with the public draft IS/MND, incorporating all feedback. After the public review, the CAC will consider recommending adoption of the RCAAP and IS/MND, which will then be forwarded to member jurisdictions for independent consideration. Napa County is the lead agency for CEQA, while other member jurisdictions act as responsible agencies. For the RCAAP to be considered a certified Greenhouse Gas (GHG) reduction plan, its adoption must be unanimous among the agencies.
