The City Council received a presentation on the Bay Area Regional Energy Network (BayREN) Efficiency & Sustainable Energy (EASE) Home program and its impacts in Napa County. The program aims to help income-eligible residents, including homeowners and renters, make energy upgrades that improve home comfort, health, and reduce energy bills. BayREN covers 80% of the cost for core weatherization and energy efficiency measures, with a fixed pricing structure and assistance in maximizing additional third-party rebates. Since opening for applications in September, 17 projects have been completed in Napa County, totaling $132.5K in project cost, with $116K covered by BayREN incentives and $16.5K by homeowners. The program targets households with incomes at or below 120% AMI (Area Median Income) and requires at least one energy-saving weatherization measure. A new partnership opportunity with Housing and Community Services aims to fund 50 projects at no cost to residents, with a contract agreement tentatively starting in late Spring 2026.
