This ordinance approves a $44.2 million contract with Collier Engineering Co., Inc. for comprehensive technical and engineering services for the Metropolitan Government of Nashville and Davidson County. The contract has an initial term of 36 months, starting January 2, 2026, with potential extensions up to 96 months.

Scope of Services: Collier Engineering will provide a wide array of Architecture and Engineering (A&E) services for the Nashville Department of Transportation (NDOT) and the "Choose How You Move (CHYM)" initiative. These services are extensive and include:

• Planning & Analysis: Multimodal, transit, infrastructure, traffic flow, environmental impact, safety, bicycle/pedestrian, land use, congestion management, public engagement, resilience, and various transportation analyses (e.g., traffic studies, parking, micromobility).
• Design: Structural (bridges, walls), guardrail, utility relocation, right-of-way, stormwater, sidewalks, bikeways, roadways, intersections, transit facilities, and "Complete Streets" projects.
• Technical Services: Traffic signals, communication networks, electrical systems, Intelligent Transportation Systems (ITS), Construction Engineering Inspection (CEI), operations and maintenance, communications, development site plan review, grant/loan services, research, policy coordination, and surveying/CAD/LIDAR services.

Compliance & Participation: The contract mandates adherence to numerous federal and state regulations, including those from the EPA, FTA, FHWA, and TDOT. It also includes participation goals of 18% for Small Business and Service Disabled Veteran Business (SBE/SDV), 7% for Minority Business Enterprise (MBE), and 5% for Woman Business Enterprise (WBE). Collier Engineering Co., Inc. was one of many firms awarded this Indefinite Delivery, Indefinite Quantity (IDIQ) contract following an RFP process.

This contract ensures that Metro has access to specialized engineering expertise for critical transportation and infrastructure projects across Davidson County, including the "Choose How You Move" initiative.
