Summary

This motion directs the City Planning Commission to hold a public hearing to amend the Comprehensive Zoning Ordinance. The proposed amendment would establish a new Interim Zoning District (IZD) called the "Non-Commercial Short-Term Rental Interim Zoning District." The intent of this IZD is to prohibit all non-commercial short-term rental uses citywide. This prohibition would apply to all areas of New Orleans, with all other permitted and conditional uses remaining as per the existing Comprehensive Zoning Ordinance. The motion also waives the Project Neighborhood Participation Program requirement for this IZD. Furthermore, it directs that no new applications for permits or licenses conflicting with the IZD will be accepted during its consideration. The IZD is intended to be in effect for one year, subject to extension, and appeals will be submitted to the City Council. The City Planning Commission staff is granted flexibility to make necessary changes for consistency and clarity during their review.

This proposed ordinance aims to prohibit all non-commercial short-term rentals citywide. This could significantly impact the availability and cost of short-term rental properties for tourists and potentially affect homeowners who currently operate such rentals.
