Camp James Limited Term Permit (More than 90 Days) and Coastal Development Permit (PA2025-0224) Site Location: 1131 Back Bay Drive

The Zoning Administrator is considering a request for a Limited Term Permit (LTP) and Coastal Development Permit (CDP) for Camp James to operate an outdoor summer camp at 1131 Back Bay Drive for more than 90 days. The camp is proposed to run on weekdays from June 8, 2026, through August 14, 2026, and again from June 7, 2027, through August 13, 2027, between 8:30 a.m. and 4:30 p.m. The camp will serve approximately 400 children per week with recreational programming including drama, dance, martial arts, sports, swimming, boating, and nature education. The operation will utilize a combination of temporary facilities and existing onsite structures, with all temporary items to be removed after the permit expires. This is a renewal of a permit approved for the 2025 season. The project is deemed exempt from the California Environmental Quality Act (CEQA) under Class 4 (Minor Alterations to Land). The application is consistent with the General Plan's Parks and Recreation designation and the Coastal Land Use Plan. Public access and views are not expected to be negatively impacted. The property is zoned Newport Dunes Planned Community (PC48) and is located within the coastal zone.
