2025 General Plan and Housing Element Annual Progress Reports (PA2025-0008)

The City Council is reviewing and authorizing the submission of the 2025 General Plan and Housing Element Annual Progress Report (APR) to the State Office of Land Use and Climate Innovation and the Department of Housing and Community Development, as required by California Government Code Section 65400. This report tracks the city's progress in implementing its General Plan and Housing Element, specifically documenting the status of the 4,845-unit Regional Housing Needs Assessment (RHNA) allocation for the 2021-2029 planning period.

Key Progress and Implementation:

• Housing Production: As of 2025, the city has permitted 352 units toward its RHNA goal. In 2025 alone, 61 ADUs were submitted for review, with 38 receiving building permits.
• Zoning and Policy: The city continues to implement the Housing Opportunity (HO) Overlay Zoning Districts (NBMC Section 20.28.050) adopted in 2024, which provide streamlined review for projects with at least 20% affordable units.
• Regulatory Compliance: The city updated its ADU ordinance to comply with SB 477, AB 2533, and SB 1211, which took effect in 2025. These updates include provisions for "66323 Units" and legalization of unpermitted units through the SAFE ADU Program.
• General Plan Update: The city is currently in "Phase Three" of a comprehensive General Plan update (the 2050 General Plan), following extensive community outreach conducted throughout 2024 and 2025.
• Environmental Review: The report finds the submission is not a "project" under CEQA Section 15378(b)(2).
