Amendments to Professional Services Agreements for J. Lee Engineering, Inc., Willdan Engineering, and CSG Consultants, Inc. for Staff Augmentation and Plan Review Services

The City Council is considering amendments to extend and increase funding for professional services agreements with three engineering consulting firms: J. Lee Engineering, Inc., Willdan Engineering, and CSG Consultants, Inc. These amendments are necessary to provide continued staff augmentation and plan review services to the Community Development Department, which is experiencing high development activity and potential staffing vacancies.

Specifically:

• J. Lee Engineering, Inc.'s contract will be increased by $150,000, bringing the total not-to-exceed amount to $770,000. The original contract was for $620,000 and began on July 8, 2025, with an expiration of July 7, 2028.
• Willdan Engineering's contract will be increased by $180,000, bringing the total not-to-exceed amount to $300,000. The original contract was for $120,000 and began on July 1, 2025, with an expiration of July 31, 2028.
• CSG Consultants, Inc.'s contract will be increased by $150,000, bringing the total not-to-exceed amount to $650,000. The original contract was for $500,000 and began on July 15, 2025, with an expiration of July 8, 2028.

The total additional funding requested across all three contracts is $480,000. These costs will be expensed from the professional services account number 0105042-811008. The action is considered exempt from CEQA as it will not result in a physical change to the environment.
