A Local Law in relation to a study on the feasibility of achieving zero greenhouse gas emissions

This local law, introduced by Council Member Salaam, mandates a study on the feasibility of New York City achieving zero greenhouse gas emissions without offsets. The designated office, to be determined by the mayor, will conduct this study in collaboration with other agencies.

The study will consider:

• Increased costs compared to current citywide emissions targets.
• Necessary changes to state or federal laws and regulations.
• Other barriers to achieving zero emissions and potential solutions.

A report detailing the findings and recommendations must be submitted to the Speaker of the Council and the Mayor no later than 18 months after the law takes effect. The law takes effect immediately upon enactment.
