This local law requires the Department of Consumer and Worker Protection (DCWP), in consultation with the Department of Citywide Administrative Services (DCAS), to establish a program providing individualized counseling to New York City residents regarding their eligibility for federal and state student loan forgiveness programs. The program will be available to individuals with existing student loans and others deemed eligible by the commissioner. The law takes effect immediately and does not create a private right of action against the city or its agencies.
