- Signage Development: By August 31, 2025, the Mayor's Office of Immigrant Affairs (MOIA), in consultation with the Law Department, must create signage. This signage will describe legal protections (referencing Administrative Code sections 4-210, 10-178, 21-977, and 23-1202), identify nonpublic areas of city property, and outline Fourth Amendment rights. It must be in plain, age-appropriate English, designated citywide languages, and temporary languages.
- Posting Requirements: By September 30, 2025, covered city agencies must conspicuously post this signage in at least one central location on city property, clearly marking non-public areas. The NYC Department of Education (DOE) must make the signage available in school offices, on school websites, the department's website, and online portals for students and parents.
- Community Outreach: MOIA is also required to conduct community outreach and education efforts by September 30, 2025, distributing materials at various immigrant resource centers (e.g., identity card registration sites, emergency shelters, asylum seeker centers) and via LinkNYC kiosks.
- Reporting: Covered agencies must report signage posting to MOIA by October 31, 2025. MOIA will then report to the Speaker of the Council by November 30, 2025, and every five years thereafter, detailing agency compliance. The law takes effect immediately upon becoming law.
This initiative is a direct response to increasing federal immigration enforcement actions and alleged violations of existing city sanctuary laws, aiming to empower immigrant communities with critical "Know Your Rights" information.
