Summary
This legislation establishes a pilot program to install drinking fountains on fire hydrants across New York City. The program requires the Commissioner of Environmental Protection and the Fire Commissioner to install at least 5 drinking fountains per borough on fire hydrants. These fountains must be operational from April to September each year. The pilot program is set to commence no later than 2 years after the effective date and will conclude 2 years after its commencement. Following the program's conclusion, a report must be submitted to the Mayor and Speaker of the Council, recommending whether to expand or make the program permanent, and identifying any challenges. However, the program and report are not required if the Fire Commissioner determines that the drinking fountains would interfere with the fire department's operations, in which case a report explaining this determination must be submitted within 6 months. The law takes effect immediately and is repealed upon the final submission of either report.
