4) An Ordinance Amending The Salary Schedule Of Ordinance No. 12187 C.M.S. (“Salary Ordinance”) To: (A) Add The Full-Time Classification Of Parking Administrator; And (B) Add The Full-Time Classification Of Constitutional Policing Administrator; And (C) Add The Full-Time Classification Of Assistant Director, Human Services; And (D) Amend The Salary Of The Full-Time Classification Of Neighborhood Law Corps Attorney

This ordinance (No. 12187 C.M.S.) amends the City of Oakland's Salary Ordinance to create three new full-time administrative classifications and adjust the salary for one existing legal classification. These new positions are exempted from civil service per Oakland City Charter Section 902(f), aiming to enhance city operations and accountability.

New Classifications:

• Parking Administrator (Finance Department): Will direct and manage a new Parking Bureau, overseeing parking enforcement, revenue collection, garage operations, and residential permits. The monthly salary range is $17,526.37 to $21,518.15.
• Constitutional Policing Administrator (City Administrator's Office): This role provides internal monitoring and guidance to the Oakland Police Department, focusing on compliance with the Negotiated Settlement Agreement (NSA) and improving community trust. The monthly salary range is $14,656.62 to $21,984.94.
• Assistant Director, Human Services (Human Services Department): This position will improve departmental oversight, managing comprehensive health and human services programs, contracts, and budgets. The monthly salary range is $15,895.87 to $19,518.12.

Salary Amendment:

• The monthly salary for the Neighborhood Law Corps Attorney (Office of the City Attorney), which focuses on tenant protection and public nuisance issues, is increased from $5,191.00 - $7,209.84 to $9,290.41 - $10,348.92, effective January 31, 2026. This adjustment ensures internal equity with other entry-level attorney classifications and was agreed upon by the union (IFPTE Local 21).

Fiscal Impact:

• The salary increase for the Neighborhood Law Corps Attorney will cost $102,000 for the remainder of FY 2025-26 and approximately $245,000 for FY 2026-27, funded by the General Purpose Fund. The new administrative classifications will require separate budget requests to add positions.

The ordinance was passed with 8 affirmative votes (Brown, Fife, Gallo, Houston, Ramachandran, Unger, Wang, and President Jenkins) and became effective immediately upon final adoption.
