The City Council is set to approve a five-year operating agreement with the Montclair Village Association (MVA) for the management of two key parking facilities in the Montclair commercial district: the La Salle Garage (6235 La Salle Avenue) and the Scout Lot (2250 Mountain Boulevard). The total contract amount will not exceed $1,476,000, with an annual compensation of $295,200. This annual amount includes $275,000 for reimbursable operating expenses and $20,200 for management fees and customer service incentives.

The agreement waives both the competitive bidding (RFP/Q) and Local/Small Local Business Enterprise (L/SLBE) solicitation requirements. This waiver is justified by MVA's 40+ years of satisfactory performance, its unique position as the local Business Improvement District representative, and the need to avoid administrative costs and service interruptions from a new competitive process. The new agreement is effective July 1, 2025, following the expiration of the previous contract.

Under the agreement, MVA will continue to manage daily operations, maintenance (including cleaning, lighting, and structural inspections), and customer service. The City will implement a $3 per hour parking rate at the garage effective January 1, 2026, to ensure cost recovery. Financial forecasts project a positive net gain for the City from these facilities, increasing from $8,955 in FY 25-26 to $67,460 in FY 29-30.

This agreement ensures the continued operation and maintenance of two vital parking facilities in Montclair, supporting local businesses and providing parking for residents and visitors. Residents will see a $3 per hour parking rate implemented at the La Salle Garage, and the facilities will continue to offer amenities like EV charging stations and improved lighting.
