Summary
This item authorizes the City Administrator to execute an Information Technology Professional Services Agreement with Medical Priority Consultants, Inc. (dba Priority Dispatch Corp.) for a licensing and hosting software suite to support Fire and Medical Dispatching Operations. The agreement is for three years, from October 1, 2025, through September 30, 2028, with a not-to-exceed amount of $150,000. It includes an option to extend for two additional years, not to exceed $250,000 in total. Additionally, a one-time payment of up to $233,030 is authorized to cover outstanding invoices from Fiscal Years 2022-2025. The City Council is also asked to waive the competitive solicitation process for this acquisition, as Medical Priority Consultants, Inc. is the proprietary vendor of the PROQA system used since 1995, and changing systems would require extensive modifications and retraining. The Alameda County EMS Agency also mandates the use of the MPDS system for medical 911 call triaging. The waiver of Local/Small Business Enterprise (L/LSBE) requirements is also requested due to the vendor being based in Utah.
This agreement ensures the continued operation of the 911 emergency dispatch system for fire and medical calls, maintaining the city's Accredited Center of Excellence status. Residents will continue to receive critical dispatch services without interruption.
